| Killer Rulled Incompetent For Execution |

WILKES-BARRE – A Luzerne County judge on Wednesday – for the third time -- ruled convicted mass murderer George Banks is incompetent to be executed. Judge Joseph Augello made the ruling just one week after a week-long hearing to determine if Banks, 67, understands he was sentenced to be put to death for the killing of 13 people on Sept. 25, 1982 in Wilkes-Barre and Jenkins Township. In the 19-page opinion, Augello called Banks’ thoughts a “tossed salad” and his mental disorders “severe.” “Banks is not competent … to be executed because he has a fixed, false belief, a delusion, that his sentence has been vacated by God, the governor and George W. Bush,” Augello wrote. “He believes he is in prison illegally, and he should be going home. He should be out there ministering to the people, but there is a conspiracy against him.” Read More. |
