PEORIA — Political fallout from the early release of an inmate accused of a Peoria slaying intensified Monday, with two state agencies pointing to each other's reports as proof that the full story behind his freedom has not yet been told. Neither the Illinois Department of Corrections nor the Illinois Prisoner Review Board, however, disputes that Edjuan Payne has twice been released early from prison in the last seven months. He was first let out Oct. 1 as part of Gov. Pat Quinn's early release program but incarcerated again on a parole violation in January. The Illinois Prisoner Review Board granted Payne parole once more on March 29. He was free and living at 1401 NE Monroe St. on Thursday when the strangled body of 41-year-old Orvette Davis was found early that morning in an alley behind the home. Her 8-month-old granddaughter was lying in a puddle nearby with a fractured skull, but she survived. Payne was charged with first-degree murder Friday and is being held in the Peoria County Jail without bond. Read More. |
