| PA Prisons Need New Solutions |

The Pennsylvania General Assembly is considering several bills designed to address overcrowding in state prisons and curb the rate of recidivism statewide. These proposals, introduced by state Sen. Stewart Greenleaf, were crafted following a public hearing in November that centered on the state’s overcrowded correctional facilities and the high rates of inmates returning to prison. The bills also will support programs designed to help offenders who have completed their sentence make a successful transition from incarceration back into the community. Pennsylvania's prisons are overcrowded. The state recently shipped prisoners to other states because of capacity issues. It’s no secret that prison overcrowding is a serious issue that must be addressed. Much of the growth in prison populations can be traced to higher incarceration rates of nonviolent offenders.
