The Schuylkill County commissioners on Thursday approved the final steps to apply for a $2.1 million federal loan - a loan Democratic officials hope to use for a long-awaited prerelease center in Ryan Township. The center, many county officials argue, is the last remaining hope to curb rampant overcrowding at the Schuylkill County Prison. However, Commissioner Frank J. Staudenmeier, the board's lone Republican, voted "no" on motions to submit the loan applications, claiming the project will result in a raw deal for county taxpayers. "This has tax increase written all over it," Staudenmeier said after the meeting. "No matter how you cut it, dice it or slice it, it means increased costs. The timing is terrible.
