| Ex-inmate sues Grant County jail, claims abuse |

Another man has filed a federal civil-rights lawsuit against the Grant County (Ky.) Detention Center, claiming he was abused as an inmate and did not receive adequate medical care. Roy Cobb's suit, filed last week in U.S. District Court in Covington, is the latest in a series against the jail since February 2003, when an 18-year-old high school student came forward with allegations that he was sexually assaulted while locked up overnight on traffic violations. Attorney Don Nageleisen is representing Cobb and five other former prisoners whose lawsuits he said are in mediation. A federal judge has thrown out other lawsuits by former inmates representing themselves, and an investigation by the U.S. Justice Department found no evidence of civil-rights violations alleged by two men. Cobb, who is disabled, said in his complaint that guards took away his wheelchair, slammed his legs inside a cell door and refused to give him medical treatment following his arrest on an assault charge in July 2003. The lawsuit claims the jail was in violation of the Americans with Disabilities Act. "Although conditions at the Grant County jail have drastically improved, there still are significant problems with the jail," Nageleisen said. "There have been some personnel changes and the staff is better trained, but Mr. Cobb was still abused." Claims made in filing a lawsuit give only one side of the case. The jail's attorney, Tom Nienaber, couldn't be reached for comment. Jailer Steve Kellam has previously denied any wrongdoing and maintains the jail is safe. No officers were charged in connection with the alleged assault on the teenager, but three former inmates were found guilty of being involved. A jail nurse also has sued the jail, claiming she was fired partly because she raised concerns about inmate care. |
