OR Will Not Close Prisons

PORTLAND, Ore. -- Oregon state agencies proposed $577 million in budget cuts Wednesday, but Gov. Ted Kulongoski said he won't allow one that would set prisoners free before their time is up.

"The governor will not allow three prisons to close and release 1,000 prisoners," spokeswoman Anna Richter Taylor said hours after the governor's office released the recommendations.

The idea arose and was knocked down on a day when it became clearer what's at risk in the state's latest round of budget troubles -- including large cuts in human services at a time when one in five Oregonians is on food stamps. It was also a day when a call for an immediate special session of the Legislature failed.

Two weeks ago, Kulongoski asked state agencies for a list of budget cuts to compensate for a big shortfall in tax collections.
