State officials also discovered the weapons for officers guarding the perimeter were not powerful enough, and inmates could access a guard tower and reach the weapons. They also found a lack of lighting and easy access to the roof of a work release center.

The report also found staff had personal take-home keys to the jail. Auditors recommended the county jail have everyone return their keys, sign them in and out daily, and return them at the end of the work day.

Officers were also not conducting proper inmate counts, cell searches, checks on ammunition in the jail's arsenal.
