A Northampton County, Penn. prison officer broke the law when he grabbed a foul-mouthed inmate by the neck and pulled him out of his chair, according to District Attorney John Morganelli. The officer, 41-year-old Steven Romig, is charged with simple assault involving inmate Donald Dilliard, records say. Morganelli said Dilliard was eating breakfast with other prisoners on July 15 when he made a vulgar and derogatory remark to either Romig or another inmate. Other prisoners and officers told authorities Romig responded to the remark by grabbing Dilliard in a "stranglehold position" around his neck and pulling him to another seat, Morganelli said. Although Dilliard finished his breakfast, he later complained of back pain and was administered medication by the prison doctor on July 18, Morganelli said. Investigators say Dilliard had red marks on his neck after the alleged attack. Morganelli said he has generally agreed with corrections officers when his office has investigated disputes over the use of force on inmates in the past. This time, however, Morganelli found that Romig had no reason to attack Dilliard. The charge carries a maximum two-year prison sentence and a $5,000 fine. Because the charge is a second-degree misdemeanor, Romig was not arraigned on the charge. |
