Muscatine, Ia. — A former Muscatine County judge who has been convicted of drunken driving three times faces charges for allegedly violating his parole a second time. James Andrew Weaver, 56, was arrested Wednesday at his Davenport home. The Iowa Department of Corrections said Weaver was paroled June 9. Parole documents allege officers went to Weaver’s home for a safety check. He was found intoxicated with a blood-alcohol level of 0.11. Weaver’s parole conditions prohibit drinking alcohol.
