| Paroled Sex Offender Had High Bond |

A paroled sex offender was being held in lieu of $1 million bond Thursday after his arrest in last month's kidnapping, robbery and rape of a Grayslake woman. Lake County Sheriff's Office deputies, acting on a tip, arrested Richard Gallatin, 37 -- who was on parole for sexually assaulting at least one minor in Wisconsin -- at a makeshift camp in Chain O'Lakes State Park near Spring Grove around 8:30 p.m. Wednesday. "He had been staying there about a week," Gurnee police Cmdr. Jay Patrick said Thursday. "He was off a trail near the Oak Grove picnic area."
