NJ Commissioner Must Follow Budget Cuts

In New Jersey's penal system, it's not just inmates dealing with involuntary restraints.

Gary M. Lanigan, the new commissioner of the state Department of Corrections, is handcuffed to a government budget crisis.

Lanigan, who was confirmed March 22, is on the hook to cut $75 million from his department's $1 billion budget. The cuts, which affect inmate programs and officers, were part of Gov. Chris Christie's broad effort to close an $11 billion gap in the 2010-11 state budget.
