In New Jersey's penal system, it's not just inmates dealing with involuntary restraints. Gary M. Lanigan, the new commissioner of the state Department of Corrections, is handcuffed to a government budget crisis. Lanigan, who was confirmed March 22, is on the hook to cut $75 million from his department's $1 billion budget. The cuts, which affect inmate programs and officers, were part of Gov. Chris Christie's broad effort to close an $11 billion gap in the 2010-11 state budget. Read More. |
