Louisville felon Ricky Kelly is charged in a string of murders that began during one of the deadliest periods in the city's history. An influx of crack cocaine helped drive the murder count to more than 138 in the city between July 1995 and July 1997, including drug dealers trying to control competition. But with witnesses hesitant or afraid to talk to police, many cases remained unsolved as police struggled to gather enough evidence. "It was frustrating because people wouldn't talk to you," said Lt.
