Convicted "UNH rapist" Gary Fecteau is headed toward parole again because Strafford County Attorney Thomas Velardi's attempt to have him civilly committed beyond his prison sentence as a sexually violent predator has failed. Velardi, who described Fecteau as one of the most dangerous criminals prosecuted by his office in 30 years, referred Fecteau in February to the state's multidisciplinary team, which determines whether inmates meet the legal definition of sexually violent predator. It's the first step toward holding them longer than their criminal sentences under a law that went into effect three years ago. On Tuesday, Fecteau, 43, was moved to the minimum security unit on the grounds of the State Prison for Men in Concord, which is outside the secure razor-wired perimeter, and a first step toward freedom.
