Corrections Officers Mastermind Jail Smuggling Ring

NEWARK, N.J. (WPIX) - Newark police busted 13 people involved in an elaborate prison smuggling scheme that supplied cell phones, drugs, and other items to inmates. The black market commissary was being operated by Essex County Corrections Officer Joseph Mastriani (pictured), 30, of Nutley, in tandem with twelve other people, including a Cedar Grove school teacher (pictured).

Mastriani, the reported ringleader, was arrested Thursday morning before dawn as he arrived for work.

"The mastermind of this operation, Joseph Mastriani, who has been a corrections officer for nine years, was so brazen he allegedly picked up contraband from sources on the street while armed and in uniform," said Acting Essex Prosecutor Robert D. Laurino.

Usually, however, the scheme would work as follows: inmates in the general population would place orders with the two prisoners in contact with Mastriani, who would then pass the orders along to third parties who would buy the contraband, and Mastriani would make the exchange with his contacts in the prisoner population.
