The latest proposal to restart California's lethal injection method is back in the hands of state officials, though it's not known when the death penalty moratorium could be lifted. After yet another round of tweaks and changes, the California Department of Corrections and Rehabilitation earlier this month finalized 42 pages of changes to the lethal injection procedure. Corrections officials addressed various questions concerning who may witness an execution, whether a pre-execution doctor's report form allows space for comments, and how a warrant of execution will be served on an inmate.
