Safely reducing Wisconsin's prison population will take a significant investment in resources - from job training to drug and alcohol treatment - and a coordinated effort to implement them, religious leaders and law enforcement officials said Monday. Their sentiments are expected to be echoed in a forum Tuesday aimed at countering criticism of Wisconsin's Earned Release Program, a budget measure approved last year that lets certain inmates shave weeks or months off of their prison terms. "The problem isn't the policy but the lack of resources," said the Rev. Joe Ellwanger of Milwaukee Innercity Congregations Allied for Hope, which is sponsoring the 6 p.m. forum at New Hope Baptist Church, 2433 W. Roosevelt Ave. "The fact is, 97% of the people in prison will return to society," Ellwanger said.
