Kentucky Corrections Department fires mental-health director

Mental-health advocates are expressing disappointment over the firing of a Kentucky Department of Corrections director.
Dr. Rick Purvis, a clinical psychologist who worked for the department for 16 years, was dismissed as head of the mental-health division last Friday.
Commissioner John D. Rees told The Courier-Journal Wednesday that Purvis was a nonmerit employee who could be fired for any reason.
Department spokeswoman Lisa Lamb said there were no disciplinary complaints against Purvis, 44, who was paid nearly $82,800 annually.
Dr. Sheila Schuster, executive director of the Kentucky Mental Health Coalition, called Purvis' departure "a very significant loss."
"He made Kentucky a real leader in the appropriate diagnosis and treatment of inmates with mental illnesses and substance abuse disorders," Schuster said.
State Rep. Mary Lou Marzian, D-Louisville, called Purvis' firing "politically motivated" and part of the "slash-and-burn mentality of the Fletcher administration." Marzian is co-chairwoman of the Kentucky Commission on Mental Health Services.
Rees said the department intends to expand mental health and drug treatment in the prison system.
Purvis said he used to supervise 126 employees, with responsibility for the sex offender treatment program, drug and alcohol treatment, the Correctional Psychological Treatment Unit and general psychological services.
As part of a reorganization announced in April, Purvis said, Rees took away his supervision of those employees, ordering them instead to report to wardens and district supervisors in the Office of Probation and Parole. Purvis said he objected to the transfer of power, saying it might endanger patient care.
But Rees insisted the move ensures "better accountability and communication."
In February, Lt. Gov. Steve Pence named Purvis to a 50-member team of local, state and federal officials charged with assessing substance-abuse issues as part of the governor's Statewide Drug Control Policy Summit Initiative.
Gilligan said Pence found out about Purvis' termination after the fact but has "complete faith" in Rees' decision.
