BAKERSFIELD, Calif. -- The California Department of Corrections and Rehabilitation says every month 20 to 60 monitored parolees cut off their GPS tracking device. German Baeza was one of them. But when he cut off his GPS device last month, the only people warned were law enforcement. It wasn't until police said he attempted to rape one girl and raped another that the public knew he had gotten. That outraged Senator Dean Florez. "The reality is you need some kind of notification for the public when these types of devices are actually cut off. The public really needs to know," said Florez. The CDCR said it didn't establish a public alert system because it was not required by law. "This is something that was never mandated to be done before, and it has to come to that.
