Magistrate Judge Charles E. Binder today ruled that Matthew J. Seger is capable of being held criminally responsible. Binder’s decision was based on a forensic review by Flint psychologist Harold Sommerschield. Bay City attorney Jeffrey M. Day, who is representing Seger, has told the court he intends to pursue an insanity defense, court records show. Seger, 53, was charged with one count of assault with a dangerous weapon with intent to do bodily harm. Read More. |
