County To Wait On Prison Labor Debate

BULLHEAD CITY — The Bullhead City council put the issue of prison labor on hold Tuesday. The council was to consider approval of an agreement between the city, prison operators and the Arizona Department of Corrections (DOC) to provide prison labor to the city.

“Because of the issues surrounding the three escapees from the Kingman prison, I believe it would be best to hold off on this item until all of the security measures are cleared up,” said Mayor Jack Hakim.

Hakim went on to say many municipalities use prison labor, as well as the state of Arizona.

In other business, the council voted 5-2 to amend the municipal code, adding new sections regarding a home detection and electronic monitoring program. This is in response to increasing costs at the county jail. It soon will cost the city $2,400 to house a prisoner for 30 days, said City Prosecutor Martin Rogers. Prisoners are billed for the expense, but the city only gets 30 percent to 40 percent back, Rogers said. Money saved could mean “a couple of jobs, a couple of patrol cars,” he said. He added, no one would be in the home detection program who should be in jail.
