Guam - A word of warning and a reminder: the Guam Police Department's new proactive arrest and confinement policy for those caught driving under the influence of alcohol or drugs kicks into effect this Sunday at midnight. It's a joint effort between GPD, Homeland Security, the Port Authority and Airport Police, park rangers, the Department of Public Works' Office of Highway Safety, the Department of Corrections and the Attorney General's Office.
