Problems Need Fixing For Early Release

Eight months after an early prisoner release program blew up in the face of Gov. Pat Quinn, he and his administration are ignoring invitations to appear before a Republican-led investigation of the program.

The Quinn administration might try to dismiss the efforts of the Illinois Joint Investigatory Panel on Early Release as a partisan effort — even though some Democratic lawmakers attended its first hearing in Peoria.

But it cannot as easily dismiss the findings of a panel appointed by Quinn himself to look into the awarding of “meritorious good time.”

The report issued by retired Judge David Erickson labeled the so-called MGT Push program “ill-conceived” and said the Department of Corrections “exhibited institutional myopia: while pursuing cost-saving measure, it neglected the most important consideration — the potential impact on public safety.”
