With the Assembly’s passage Monday of the revised version of Chelsea’s Law, all that awaits for its enactment is the promised signature of Gov. Arnold Schwarzenegger. It will be tiny in contrast to their loss, but the measure should bring some solace to Kelly and Brent King, parents of Chelsea King , the Poway High School senior who was raped and murdered in February by convicted sex offender John Gardner III. The bill was crafted by Assemblyman Nathan Fletcher, R-San Diego , with the help of the Kings and a crucial assist from Senate Public Safety Chairman Mark Leno, D-San Francisco. Its most publicized provision is its life sentence without chance of parole for almost all serious sex crimes against those 17 and younger with aggravating circumstances. But it also makes the public safer by increasing how long released violent sex offenders remain on parole with GPS monitoring; by implementing changes sought by the Sex Offender Management Board to focus on sex criminals who appear to be the greatest risk to reoffend; by improving the state’s online sex offender database and more.
