Assault Suspect Fit To Stand Trial

OVER, N.H. -- A Strafford County Superior Court judge determined on Monday that the Rochester man accused of attempting to kill his stepfather in February is competent to stand trial.

The court held a competency hearing Monday regarding Ryan German, 28, formerly of Waverly Street in Rochester. He is charged with counts of attempted murder, first-degree assault and simple assault in connection with a Feb. 17 incident at the Portland Street home of his stepfather, Dennis Dow.

During the hearing, Daniel Comiskey, the Department of Corrections’ chief forensic examiner, testified about a two-hour interview he had with German on June 7. Comiskey testified that, in his and medical professionals’ opinions, German suffers from bipolar disorder.

However, German disputes that diagnosis. According to Comiskey, German believes his mental health issues are tied to "illicit substances he has consumed."

"He clearly doesn’t think he has bipolar disorder," Comiskey said, adding that German does not participate in mental health treatment when he is not forced to do so.
