CONCORD -- One dollar spent on preschool today could save $16 in special education and crime-related expenses over the long term, according to a report released Tuesday. "Quality preschool programs cut crime and save money," said David Livingston, Concord's police chief and Contra Costa County sheriff-elect, during a news conference at the Cambridge Child Development Center. By the age of 40, children who did not attend preschool were twice as likely to be arrested for violent crimes as those who attended early childhood education programs, according to a Michigan study cited in the report. In addition, children who did not attend preschool were more likely to be enrolled in K-12 special education programs due to developmental delays or behavior problems, according to the report, released by a nonprofit organization called Fight Crime: Invest in Kids California. As state and federal elected officials deliberate about how much money to spend on preschools, local police chiefs and legislators said more early-education funding could cut down on crime and save millions later. They urged Congress to approve preschool funding as part of the Elementary and Secondary Education Act and said the state should also protect or increase preschool funding. Read More. |
