Pennsylvania spends about $34,500 at each prison to provide security for off-site inmate work programs every year, a third of what the Allegheny County Jail warden said it could cost to start a similar program. The state uses only one armed guard, at an entry-level salary, to supervise each team in its Community Work Program, Department of Corrections spokeswoman Susan McNaughton said Thursday. The program sends low-risk offenders from 26 of 27 state prisons to work on off-site manual labor projects. Westmoreland County and Ohio routinely use one guard for each inmate crew working away from lockups, officials said. Read More. |
