Another dozen people were added to the ranks of those on home detention in Tippecanoe County on Thursday. On any given day there are roughly 360 people electronically monitored in Tippecanoe County, after being sentenced for crimes ranging from alcohol to sexual and violent offenses. Home detention programs are earning more attention here and across the nation as states and local governments face shrinking budgets and work to tackle incarceration costs. And Tippecanoe County's program recently received an upgrade, making it easier -- on officers and taxpayers -- to electronically monitor criminals. The county signed on with Elmo Tech, Inc., in August and is implementing new devices and software, including global positioning system technology and other remote devices.
