The Scranton Zoning Hearing Board today is considering a request for a variance to convert the second floor of 430 Penn Ave. into a residential community corrections center. The hope is to move an existing 36-bed residential community corrections center at 240 Adams Ave. near Courthouse Square to the Penn Avenue location, which is owned by King of Prussia-based Philadelphia Suburban Development Corp., said Mark Nicoletti, company vice president. "Our position is to get approval to relocate the program and we're asking the zoning board to chose between the current location and the new location," Mr. Nicoletti said. He said his company has already submitted proposals to the state Department of Corrections for the facility to move from Adams Avenue to Penn Avenue, adding the state's lease at Adams Avenue ends in two years.
