Having averted further cuts to state police, youth corrections and day care on Thursday, legislative leaders pledged more money to prevent closures of state prisons and early releases of inmates. The leaders said the Legislative Emergency Board, whose 20 members decide budget matters between sessions, will be asked at its next meeting Dec. 15-16 to draw $15 million for the Department of Corrections and $9.9 million for counties supervising low-level felons that otherwise would be in state prisons. The money would come from the state emergency fund, which is expected to grow Nov. 1 after the reversion of $34 million that lawmakers originally set aside for other purposes but was left unspent. House Speaker Dave Hunt, D-Gladstone, and Senate President Peter Courtney, D-Salem, laid out their plans to tap remaining federal aid and state reserves to avert the worst cuts in education, human services and public safety.
