| Transfer Challenge To Be Appealed |

The state is expected to appeal a federal judge's ruling that inmates sent to the Tamms Correctional Center are entitled to a hearing to challenge their transfer to the facility. The expected appeal with the United States Court of Appeals for the Seventh Circuit won't actually be filed by the Illinois Department of Corrections until U.S. District Court Judge G. Patrick Murphy rules on the department's motion asking him to put his order on hold until the appeal is decided, which could take two years. But an underlying issue -- whether long-term solitary confinement of inmates at the Tamms supermax prison should continue as a standard operating policy -- is likely to become even more controversial because of Murphy's decision.
