There's still a 16-foot fence outside, topped with coils of razor wire. The bathrooms are still open and virtually all metal - even the mirrors - for safety. The mattresses are still kind of thin. But there are no bars on the high, plastic-glass windows. The roofs are made of cloth. And those mattresses have built-in pillows. Crowded schools have portable classrooms. The crowded Chesapeake Correctional Center has three temporary barrackslike buildings. Officials hope that in the next month they'll alleviate some crowding by taking as many as 266 minimum-security prisoners out of the higher-security main jail. It is, they emphasize, temporary.
