| Judge Demands Meeting With Death Row Inmate |

Orange-Osceola Chief Judge Belvin Perry plans to hold a special and highly unusual proceeding at Union Correctional Institution next week to explain to death row inmate John Huggins how he will proceed with the inmate's refusal to cooperate with mental health experts in his case. Perry today said he plans to have Huggins moved from death row to a secured transitional care unit at Union, so experts can try to interview him and determine whether he is competent. At the very least, Huggins will be observed to see if the mental health experts can glean some clear direction about the state of his mental health. The decision to hold the proceeding with Huggins at 1 p.m. Oct. 8 at Union came at the end of a lengthy status hearing held this morning in which Perry expressed frustration in how to deal with a death row inmate who refuses to cooperate with his defense – and may or may not suffer from a serious mental health condition.
