A little more than half of the 463 sex offenders with addresses in Brown County live in Green Bay. That's down 11 percent from 2007, when an ordinance intended to reduce the number of sex offenders in the city was approved.

Green Bay prohibits sex offenders from living within 2,000 feet of schools, parks and day cares — most places children gather — in the city. It's a restriction that covers most of the city.

In 2007, 65 percent of the 440 adult registered sex offenders in Brown County lived in the city of Green Bay, according to figures from the state Department of Corrections. That's down to 54 percent this year, or about 251 offenders.

"Just because the number is dropping, don't think we're safer because of that," said Tom Smith, Corrections sex offender registration specialist. He expects the number of registered sex offenders in the city to steadily drop due to the city's sex offender residency ordinance.
