The juvenile justice system is better designed to rehabilitate 17-year-olds because of available programming and services, a director with the state's Council on Children and Families argued Tuesday. Research suggests the brain still is developing into the early 20s, council deputy director Jim Moeser said, adding that teens are impulsive, thrill-seeking and susceptible to peer pressure. "Seventeen-year-olds, in many ways, are the most vulnerable population," he said. Moeser spoke to about 50 people Tuesday during a forum on returning 17-year-olds to the juvenile justice system, sponsored by the inter-faith group AMOS at First Congregational Church. Read More. |
