A drop in sales tax revenue had Kitsap County corrections officials scrambling on Tuesday to fill a gaping hole in a key fund that supports the Kitsap County jail and juvenile detention center. The fund, established with voter approval in 1998, pays back bond debt for the jail and the juvenile facility. It also helps pay for operations at both facilities.
