The Scranton Zoning Hearing Board on Wednesday denied a variance for a residential community corrections center on Penn Avenue, but approved a variance for senior housing off Dickson Avenue. Philadelphia Suburban Development Corp. had sought approval for an accessory use and variance to place the community corrections center - run by the state department of corrections - on the second floor of 430 Penn Ave. The King of Prussia developer had proposed a condition that the location on Penn Avenue would be used as a community corrections center only if the state moved an existing program from 240 Adams Ave. to the Penn Avenue site, limiting the number of residents to 36.
