New rules for supervising felons are designed to prevent another Maurice Clemmons cop killing case. Clemmons was on parole from Arkansas when he shot and killed four Lakewood Police officers last November. Washington state was not aware of Clemmons' full criminal history. New rules adopted by an interstate commission gives states greater authority to return out of state felons when they violate their parole. Under the old rules, a state would be forced to take back a felon from another state after a third serious violation or a felony conviction. "With the amendment, now, we carve out a rule where a state can be required to retake an offender on the first significant violation," says Scott Blonien, Assistant Secretary of the state Department of Corrections.
