MUSKOGEE - A sister of an inmate who allegedly was beaten to death by his cellmate has filed a civil suit that accuses prison officials of operating a "gladiator system" to discipline inmates. Paul David Duran Jr., 24, died at the Oklahoma State Penitentiary in McAlester in March 2009. The cause of death was reported as strangulation and compression of the neck by blunt force, records show. His cellmate, Jesse James Dalton, 33, is charged in Pittsburg County District Court with first-degree murder in connection with Duran's death.
