PA DOC Announces Forest Prison Administration

Pennsylvania Corrections Secretary Jeffrey A. Beard, Ph.D. last week announced the administrative staff for the State Correctional Institution at Forest, a $126 million state prison being constructed near Marienville, Forest County. The prison, which will house about 2,000 adult male inmates and employ about 600 people, is expected to open in October.
The SCI Forest administration consists of:  Raymond Sobina, superintendent; Randy Neiswonger, deputy superintendent for facilities management; and Samuel Heaster, deputy superintendent for centralized services.
Sobina, who recently served as superintendent of SCI Somerset, began his career with the Department of Corrections as an officer at the State Regional Correctional Facility at Mercer in 1978.  He was a counselor at Mercer, a counselor supervisor at SCI Huntingdon, classification and treatment manager/director of treatment at SCI Camp Hill, and deputy superintendent for treatment at SCI Huntingdon.  In addition, Sobina will serve as acting supervising superintendent for the western region of the Department of
Corrections.  In this capacity, Sobina will work directly with the deputy secretary for the Western Region to evaluate and manage 12 state corrections facilities in Western Pennsylvania.
Sobina has a master's degree in Corrections Administration and Treatment from Youngstown State University and a bachelor's degree in Criminal Justice from Gannon University. He is a certified criminal justice specialist and a master addictions counselor, certifications from the National Association of Forensic Counseling
Neiswonger began his corrections career as a corrections officer at SRCF Mercer in 1978.  After leaving the Department in 1979, he returned to Mercer in October 1987.  Neiswonger rose through the ranks serving as training and shift sergeant at SCI Cambridge Springs; and shift lieutenant, unit manager, security lieutenant, shift commander and major of the guard at SCI Albion. Prior to his promotion to deputy superintendent at SCI Forest, he was the major in charge of the pre-activation team at Forest.
Heaster began his corrections career as a corrections officer 1 in May 1980 at SCI Huntingdon.  He has served as a counselor and counselor supervisor at SCI Huntingdon; unit manager and inmate program manager at SCI Cresson; staff assistant to the deputy secretary at the department's Central Office; and most recently as classification and program manager at SCI Smithfield.
Heaster has a master's degree in Justice Systems Planning and Development and a bachelor's degree in Administration of Justice, both from Penn State University.
Dedication ceremonies for SCI Forest are in the initial phases, but are being planned for late September or early October.  Details on the dedication will be made available at a later date.  In the meantime, several classes of newly hired corrections officers have completed basic training and are currently receiving on-the-job training at SCI Pittsburgh.
