Panel Suggests Reforms For California Prisons |

Governor Schwarzenegger's prison reform panel is offering more than 200 recommendations to overhaul a California prison system rocked by scandals and overspending. Panel chairman -- the former governor George Deukmejian -- calls the prison system dysfunctional. The report released last Thursday suggests a new organizational structure, a new culture and an end to the code of silence about inmate abuses. It also suggests a renewed focus on improved ethical behavior. Duekmejian says many of the proposed reforms will restore California's lost status as a national model for running state prisons. |
