For decades, the State of California has been attempting, with little success, to rehabilitate criminal offenders. Over the years, attempts at rehabilitation have given way to the warehousing of 170,000 state prisoners at tremendous expense to the taxpayer. It is conservatively estimated that the cost of keeping a single prisoner behind bars is $50,000 per year. The recidivism rate for those released from our state prisons is 70 percent. For every 10 prisoners released on parole, seven will commit a new crime within one year. Realistically, the majority of these re-offending parolees commit multiple crimes in the community before eventually being tracked down by local law enforcement and returned to prison. Each crime committed creates a new victim, and we have thousands of victims. The California Department of Corrections and Rehabilitation returns approximately 1,000 paroled state prisoners to Solano County each year. Pursuant to state law, parolees are returned to their last place of residence prior to their incarceration. Absent a change in the law, we have no choice but to recognize the fact that these offenders came from our community and most will be returned to our community. Read More. |
