SUNBURY — The Northumberland County Prison repeatedly passed inspections by the state Department of Corrections during annual reviews, despite battling a class-action lawsuit alleging unsafe conditions that county administrators settled late last week. In fact, county officials in the past pointed to inspections showing the 134-year-old North Second Street jail was in compliance as evidence it was being run properly. The commissioners announced Friday their decision to settle with the nonprofit inmate advocacy group, the Lewisburg Prison Project, by spending nearly $1 million to cover their attorney fees, provide inmates with full-time medical, psychiatric and dental services, ensure female inmates receive equal opportunities for recreation, improve housing conditions and establish a policy manual. The county also paid $500,000 to its own legal team for defending the suit, filed in February 2008.
