The family of a jail inmate killed while in custody has filed a $15 million lawsuit against the county, the second such lawsuit brought against the county following a string of jailhouse deaths. The family of Ki Chul Hong filed the lawsuit Friday, accusing the county of negligence and civil rights violations, along with poor training for jail staff. Hong was killed in October while serving a five-day sentence for a prostitution-related crime. Hong's wife, Jenny, and two young children filed the lawsuit, which also alleged that her husband asked officers to place him in a different cell because he believed inmates would maim or kill him. Hong, 33, was found stabbed and strangled Oct. 21 in a laundry basket in the jailhouse basement. Gary Miller of the county counsel's office declined to comment on the lawsuit because he had not seen it. The family of another county jail inmate who was strangled while waiting to testify in a murder case also filed a $35 million federal civil rights lawsuit last month against the sheriff's department. Raul Tinajero, 20, was found dead April 20 at the downtown jail, five weeks after a judge ordered the sheriff to keep him in protective custody. Santiago Pineda, 23, of Long Beach, has been charged with Tinajero's slaying. Three other men since October also were killed while in custody at a county jail. |
