The hill near South Columbian Way and South Alaska Street looks more like a country road than a city street. That's why many of the neighbors bought homes there. They just didn't know about the garbage. Every week, the area is rife with illegal dumping. Offenders push broken TVs, computer monitors and old dressers over the embankment, making it harder for city workers to clean it up. But on Wednesday morning, a different kind of criminal returned. These were convicted offenders, sentenced to community service with the Department of Corrections. "There's value in having them do this for themselves and for the community," Washington Department of Corrections head Eldon Vale said at the site. "It's better than having them be in jail."
