New Castle Correctional Facility Receives Perfect Score for Re-accreditation

Indianapolis, IN (October 29, 2010) – The New Castle Correctional Facility (NCCF) has achieved re-accreditation after receiving high marks following an extensive audit conducted by a Visiting Committee from the American Correctional Association (ACA) in September.

As reported during the exit briefing by the Visiting Committee’s Chairperson, the NCCF achieved the very rare distinction of being recommended as being 100% compliant in not only all 63 mandatory standards, but also 100% on all 458 non-mandatory standards. This is the second time NCCF has received a perfect score, the first being in September 2007.

Superintendent Donald Stine applauded all staff for the terrific job they do each day and for ensuring that evidence of the facility’s compliance to the over 500 ACA standards is clearly apparent.

Governor Mitch Daniels commended the facility stating, “This is great news for the New Castle Correction Facility. Today culminates many months of hard work and preparation for these inspections and I am proud of the leadership the Department of Corrections has demonstrated throughout the process. Congratulations to Commissioner Buss, Superintendent Stine, and their team of dedicated workers for achieving a perfect accreditation score.”

The audit team spent three days touring facility grounds, reviewing policies, procedures and practices, observing staff, and interviewing offenders. Each operational and program area was evaluated to determine whether or not compliance to the applicable standards was evident. The audit team commended staff for demonstrating outstanding teamwork in maintaining a safe and secure facility and for their professionalism and positive attitudes. They were impressed by the many program opportunities for offenders, and the facility’s commitment to assist each inmate with achieving a viable re-entry plan. The auditors were particularly impressed with the cleanliness of the institution and the attractiveness of the grounds. ACA President Daron Hall has said that “achieving accreditation is a testament to an agency’s commitment and dedication to excellence.” Dr. Lannette Linthicum, Chairwoman of the Commission on Accreditation for Corrections and Medical Director at the Texas Department of Criminal Justice added that, “We stand behind the integrity of the audit process, the auditors and those facilities that have achieved accreditation.” In the past, only four other IDOC facilities have received 100% compliance on both the ACA mandatory and non-mandatory standards: Camp Summit Boot Camp in July 2010, the Correctional Training Institute in January 2004, Madison Correctional Facility in 2004 and again in 2007, and South Bend Community Re-Entry Facility in 2003.

About the New Castle Correctional Facility: The institution is located in Henry County, Indiana, approximately 50 miles east of Indianapolis. The facility houses over 2500 male offenders and includes a special treatment unit for individuals in need of mental health services. The NCCF is managed by the GEO Group, Inc. in a public-private partnership with the State of Indiana. The contract is administered by the Indiana Department of Correction. GEO has set a benchmark for quality among private prison companies by maintaining ACA accreditation within 40 of their facilities. GEO currently maintains a 99.4% ACA accreditation average.
