Corrections Commissioner Joan Fabian To Retire
By Minnesota Department Of Corrections
Published: 11/02/2010

After 45 years in local and state corrections, Minnesota Department of Corrections (DOC) Commissioner Joan Fabian has announced her retirement from public service.

Fabian graduated from the College of St. Catherine with a degree in psychology and sociology – the college that would later name her 2003’s Most Outstanding Alumna. Her corrections career began at the Hennepin County Detention Center in 1966. While working full-time as a probation officer, she earned her master’s degree in psychology at the University of St. Thomas in 1978.

Fabian went on to work as both an adult and juvenile probation officer in Ramsey County Community Corrections. She worked her way up during her 33 years with the county, serving as a supervisor and later director of the Domestic Relations Division and then the Juvenile Division. In 1989, she was named director of the department, a position she held for 14 years.

In 2003, Commissioner Fabian was appointed by Governor Tim Pawlenty to the first of two terms as DOC commissioner. During her tenure, Commissioner Fabian has encountered many challenges and achieved many successes, including a complete review and overhaul of sex offender management; great strides in offender transition and community reentry; and management of rising offender populations during an historic and ongoing budget crisis. “Joan is an exceptional individual and public servant,” Governor Pawlenty said. “Her knowledge, experience, and judgment have been invaluable in guiding our state’s criminal justice system. Minnesota is certainly safer because of her terrific leadership and service.”

In recognition of her career achievements, Fabian was selected in 2004 as Corrections Person of the Year by the Minnesota Corrections Association.

Commissioner Fabian is looking forward to retirement and the next chapter in her life. Her retirement is effective January 3, 2011.
