The Oregon State Penitentiary Minimum facility where Diane Downs escaped has closed. On October 29, the final 18 prisoners were walked out of the prison, single file, with clear plastic bags holding their belongings. They were met in the parking lot by a large white transportation vehicle, similar on the outside to a horse trailer. The closure is the first of its kind in Oregon's history. These final prisoners were part of a much larger community of prisoners that were once housed in the facility. The total number of inmates was once 176. The plan to phase out the prison's male population came prior to the decision to "deactivate" the facility. Last year, it appeared that the female incarcerated population was increasing and that the facility would once again house female inmates.
