STOCKTON - Officials ceremoniously launched construction Thursday of a massive state prison project southeast of Stockton that will pump millions of dollars into the local economy for years to come. The California Health Care Facility, Stockton, is one of the largest and most expensive state prison projects to begin this year. Estimated to cost $906 million, it will be paid for by a $7.7 billion prison construction bill Gov. Arnold Schwarzenegger signed in 2007. Not long ago, state and local officials were locked in an acrimonious battle over plans for the inmate medical center planned for state land just outside of Stockton. It will house 1,722 mentally and physically ill state prisoners once it opens in 2013. Federally appointed prison health care receiver J. Clark Kelso initiated the project. Read More. |
