| Officials refute recent allegations of `rampant sex' at Southern Oaks |

The Wisconsin Department of Corrections denied claims that consensual sex among inmates is commonplace at the Southern Oaks Girls School in the Town of Dover, but may be investigating the claims, a corrections official said last Wednesday. "I'm not saying that it doesn't happen," said Bill Clausius, spokesman for the Department of Corrections. "But we don't believe it's with the frequency" claimed in news reports. Those reports said up to 95 percent of the girls at Southern Oaks engage in consensual sex with each other. Clausius said that, although sex does occur between inmates, it would be hard for it to be rampant. Clausius said prison rules forbid sexual contact among the inmates and they're closely monitored by prison staff. "Many of the juvenile offenders reside in single rooms. They shower alone. There are youth counselors that watch them when they're together in groups," Clausius said. "There's not a lot of opportunity to have sex in that kind of environment." Clausius also said the Department of Corrections was "looking into" the reports, but could not say exactly what that means. Clausius also rescinded an invitation - extended by the superintendent at Southern Oaks to The Journal Times - to come to the prison and talk to inmates held there. Clausius said prison officials investigate reports of sexual activity among inmates, and if they confirm it, they report it to the Racine County Sheriff's Department. The sheriff's department then launches a criminal investigation. Last year, the sheriff's department received 14 such reports from Southern Oaks. |
