At Tamms Correctional Center in the far southern tip of Illinois, the state houses its most dangerous prisoners in uncomfortable conditions of monotony and isolation. Our state's only "super-max" prison is harsh — and it's meant to be. Tamms is the destination for violent and disruptive inmates who commit assaults or lead gang activities. Last year, reformers pushed for legislation that would have sharply restricted Tamms' operation. Invoking Abu Ghraib and Guantanamo Bay, Tamms' critics would have loved to see it close. In the end, the Illinois Department of Corrections retained flexibility in running the prison, a move we supported. Gov.
